The Clermont County Engineer’s Office requires permits for all work performed within the county’s public right-of-ways, in order to maintain the integrity of the roadway system.
Permits are issued by the Clermont County Engineer’s Office for the County road network and most of the 14 townships, since the County Engineer functions as the engineer for the unincorporated portions of Clermont County.

Driveway / Frontage Tile Permits are to be obtained through the Clermont County Building Department / Permit Central.

Driveway Permits enable individual property owners to obtain safe access to the public road system. These permits also ensure that driveway culvert pipes are properly sized and are installed per County Specifications.
Frontage Tile Permits enable individual property owners install storm sewer pipes in/along ditch lines to make them more attractive, easier to mow, and less hazardous. These permits help protect the county drainage system and ensure that appropriate sized pipes are installed.
The Clermont County Engineer’s Office reviews and inspects all Driveway / Frontage Tile Permits along all County Maintained roads, and also reviews and inspects all Driveway / Frontage Tile Permits along the following Township Roads; Batavia, Jackson, Monroe, Ohio, Pierce, Stonelick, Tate, Union, and Williamsburg Townships.
The following Townships review and inspect their own Driveway / Frontage Tile Permits; Franklin, Goshen, Miami, Washington, and Wayne Townships. Contact the individual township for additional information.
For your convenience, Right-Of-Way / Utility Permit Applications can now be made online.
Right-of-Way / Utility Permits are most often issued for utility (Storm Sewer, Sanitary Sewer, Telephone, Water, Electric, Gas, Cable, Etc…) installations across or along County Public Right-Of-Ways. These installations include locations where utility companies and/or property owners elect to place the desired service within the Right-Of-Way. The permits ensure that all utilities are installed in the proper locations within the Public Right-Of-Way. Safe construction and correct installation are required per County Specifications.

Special Hauling Permits give the County the opportunity to review overweight and oversized loads moving through Clermont County. This ensures safe equipment and proper routing along the most appropriate roads in an effort to minimize potential damage to the roadway system.
